Residents Charged with sh10,000 to Access PDM Funds

The Deputy Speaker of Parliament, Thomas Tayebwa is worried by the increasing rate of extortion by the civil servants from the people who want to be considered for Parish Development Model (PDM).

Tayebwa says he got to know about this following his on-going barazas at different parishes in his constituency of Ruhinda North in Mitooma district.

He also said that different leaders also introduced their own extra guidelines which are far different from the ones set by the government for the PDM program.

“As I go on holding barazas at parish level in Ruhinda North on Parish Development Model, I have found out that the local leaders in some areas introduced their own extra guidelines. For example, they made it mandatory that husbands must sign for their wives before their consideration and approval,” the Deputy Speaker said.

He added; “The commercial officer Mitooma district was also clearing all payments before release of funds by the banks. People are also being charged sh10,000 to be put on the system and then more money for coordination purposes.”

Tayebwa said that aAll those charges and interferences are in violation of the PDM guidelines. He warned the parish chiefs to desist from such illegal practices.

“I am however glad that the Chief Administrative Officer for Mitooma district has taken action after discovering these anomalies,” he said.

Currently, the parliament is in recess to allow Members of Parliament follow up on the progress of PDM in their respective constituencies.
