District Human Resource Officer Arrested over Pension and Gratuity Funds

The State House Anti-Corruption Unit working together with Police have arrested the Principal Human Resource Officer, Pader district, Aber Nancy for irregular payments of pension and gratuity funds in the district.
Its alleged that during the Financial Year 2017/2018, the Ministry of Finance sent over sh2B as pension & gratuity for pensioners in Pader District with the verified & approved list of pensioners.


However, the Principal Human Resource Officer, Aber Nancy, decided not to pay 19 pensioners who did not cooperate in a way of paying bribes.

She also in the subsequent FY of 2019/20, decided to pay one of the pensioners sh68M instead of sh28M which was approved by the Ministry. She further paid another pensioner only sh21M instead of sh48M which was approved by the Ministry.

Many pensioners have not accessed payroll because they refused to bribe her. She has also been paying salary to four ghost persons who died two years back. Investigations into the matter are ongoing.
